It is now a decade since the Welsh Government announced a large reduction in funding to bus operators in connection with devolution of the Bus Service Operators' Grant (BSOG). It subsequently froze the funding at the reduced level although inflation affected costs, which meant that operators had to deal with a real-terms cut in funding each year. Many bus operators disappeared during the decade. Some went bankrupt, some closed of their own volition or withdrew from the scheduled bus marker. Some were closed down following fraud or inadequate management. There was also retrenchment by subsidiaries of the large bus groups. The loss of two large independents, GHA Coaches and Express Motors, caused significant reductions in service levels and increased costs for local authorities, which also had to engage new contractors on behalf of the Welsh Government for the TrawsCymru services the companies had operated. |
