On August 10, 2005, President George W. Bush signed into law the Safe, Accountable, Flexible, Efficient Transportation Equity Act: A Legacy for Users (Pub. L. 10959, Aug. 10, 2005, 119 Stat. 1144; SAFETEA-LU). Section 1401 of SAFETEA-LU amended titles 23 United States Code section 148 to create a new core Highway Safety Improvement Program (HSIP) to achieve a significant reduction in traffic fatalities and serious injuries on all public roads. A provision of the HSIP requires every state to submit an annual report describing not less than 5 percent of its public roadway locations exhibiting the most severe safety needs to the Federal Highway Administration (FHWA) by August 31 of each year (23 U.S.C. Section 148(c)(1)(D)). The 2011 California Highway Safety Improvement Program 5 Percent Report satisfies the HSIP SAFETEA-LU requirements and complies with FHWA guidance for state highways only. |
