摘要: On August 10, 2005, President George W. Bush signed into law the Safe, Accountable, Flexible, Efficient Transportation Equity Act: A Legacy for Users (SAFETEA-LU). SAFETEA-LU established a new core Highway Safety Improvement Program (HSIP) to achieve a significant reduction in traffic fatalities and serious injuries on all public roads. A provision of HSIP requires every state to submit an annual report describing not less than 5 percent of its public roadway locations exhibiting the most severe safety needs to the Federal Highway Administration (FHWA) by August 31 of each year (23 USC § 148(c)(1)(D)). This report satisfies the HSIP SAFETEA-LU requirements and complies with FHWA guidance. This report accomplishes the following two items: 1. Satisfies the HSIP reporting requirement - The report is one of four reports required by SAFETEA-LU for the State to receive its full apportionment of federal HSIP funding. In addition, the development of an approved Strategic Highway Safety Plan (SHSP) is required. 2. Raises public awareness of the safety needs and challenges in the State - In accordance with SAFETEA-LU, the U.S. Department of Transportation (USDOT) promotes public awareness by posting the approved Report for California, and other states’ annual reports, on FHWA’s Web site.
