On August 10, 2005, President George W. Bush signed into law the Safe, Accountable, Flexible, Efficient Transportation Equity Act: A Legacy for Users (Pub. L. 10959, Aug. 10, 2005, 119 Stat. 1144; SAFETEA-LU). Section 1401 of SAFETEA-LU amended title 23 United States Code section 148 to create a new core Highway Safety Improvement Program (HSIP) to achieve a significant reduction in traffic fatalities and serious injuries on all public roads. Title 23 United States Code section 148(c)(1)(D) requires each state to submit an annual report describing not less than 5 percent of its public roadway locations exhibiting the most severe safety needs to the Federal Highway Administration (FHWA); title 23 Code of Federal Regulations section 924.15 specifies that the report be submitted no later than August 31 each year. The 2012 California Highway Safety Improvement Program 5 Percent Report satisfies the HSIP SAFETEA-LU requirements. |
