| 摘要： | Acceptance and implmentation of a broad classification of flood loss reduction actions, termed "nonstructural," have produced a set of measures which vary significantly with respect to physical attributes and performance. The measures may be implemented on a site-specific or broad-scaled basis, be permanent or temporary in nature, and reduce existing or future flood losses. The analyst's understanding of the engineering and economic attributes of the measures plays a major role in formulating viable alternatives in feasibility investigations. |
