| 摘要： | This report presents the results of our audit of the Federal Aviation Administration's (FAA) safety oversight of an air carrier industry in transition. During the past 4 years, network air carriers experienced record financial losses and made unprecedented changes to their operations to regain profitability. While network air carriers have struggled, low-cost air carriers have continued to grow. To evaluate safety oversight during this time of transition, we conducted separate audits of FAA's oversight of financially distressed and low-cost air carriers. We have combined the results of these audits in this report. |
