This report presents the analysis, results and recommendations pertaining to the east bound segment of the H-1 freeway in Honolulu, Hawaii from Middle St. to McCully St. The data used in freeway simulation were collected in mid-September, 1998. A critical task was the establishment of a base case with which scenarios of alternative actions are compared. The setting of parameters so that congestion at three critical cross sections has a duration approximately equal to that observed on traffic surveillance tapes was accomplished successfully. More than two dozen scenarios were simulated separately for the morning and afternoon conditions. Feedback was obtained and several modifications were made to infuse more reality into the proposed actions. The recommended combination of actions is (1) additional lane from Likelike Hwy. off-ramp to Vineyard Blvd. off-ramp. (2) Additional lane from Liliha St. on-ramp to the Pali Hwy. off ramp. (3) Extension of the existing Vineyard Blvd. on-ramp auxiliary lane to Punahou St. off-ramp. These recommended actions require careful geometric design. In terms of implementation, actions 2 and 3 (with narrow lanes) along with the Piikoi St. closure can be implemented with relative ease and in short order. However, most benefits will accrue with the implementation of 1 and 2. Deployment of 3 with standard lanes and relocation of the Piikoi ramp to Punahou St. and the Bingham ramp further downstream is a long-term endeavor. |
