In this report a study is described about the desirability and effects of improved car-accessibility of HST (High Speed Train) stations and their surrounding locations. On the basis of an analysis of transport aspects, using a model developed by TNO Inro, it is concluded that as a result 10% of all potential HST-passengers experience a significant improvement of traveling by HST. A rise in passenger numbers of a few percent can be expected through substitution (mainly of car travel). Especially, an increasing use of Kiss and Ride can be expected. In this study, alternatives are developed that compare a general improvement in car-accessibility against a selective improvement (only for HST-passengers). For both alternatives it is expected that there is a net decrease in car mobility. In the first alternative traffic to the location itself also increases. Depending on the exact situation this can lead to an increase in urban congestion, but also an improvement of the attraction of the location. The main policy recommendation is a selective improvement of car-accessibility for passengers and other traffic to the location, as well as creating facilities for feeder transport. In this regard facilities for Kiss and Ride must play an important role. |
