Successful management of complex transportation projects requires a fundamental change in how projects are planned, developed, designed, procured, and constructed. SHRP 2 Renewal Project R10, Project Management Strategies for Complex Projects, investigated strategies, tools, techniques, and methods that can be used effectively for complex-project management. This report begins with a discussion of the transition currently under way in the practice of project management, which is becoming more holistic. Traditional project management has focused on cost, schedule, and technical factors. However, complex projects, as defined for this research, require the transportation agency to manage broader contextual factors and apply innovative financing techniques. This progression leads to the development of a new five-dimensional project management (5DPM) approach. The goal of the 5DPM approach is to identify issues that should be planned for and managed proactively, rather than retroactively as in the traditional approach. |
