The Wisconsin Department of Transportation commissioned Christensen Associates to conduct a three phase project: a study of registration compliance for automobiles and light trucks, an investigation into reasons for noncompliance, and the development of a list of possible changes to the vehicle registration process that might improve compliance. The study was limited to passenger vehicles. The first phase was a field survey of vehicles in eight Wisconsin counties conducted between September 9, 2013 and December 18, 2013 which collected photographic images of license plates and then matched the images with records in the Wisconsin Department of Transportation database to determine the degree of compliance with vehicle registration requirements. To investigate the reasons for vehicle registration noncompliance among automobile and light truck owners in Wisconsin, a mail survey was conducted. The survey asked respondents for suggestions as to how the registration process could be improved, and based on these responses a list of possible changes to improve the vehicle registration process was developed. |
