摘要: The rulemaking establishing the National Program for federal greenhouse gas (GHG) emissions and corporate average fuel economy (CAFE) standards for MY2017-2025 light-duty vehicles included a regulatory requirement for EPA to conduct a Midterm Evaluation (MTE) of the GHG standards established for MY2022-2025.1 The Proposed Determination is the next step in EPA's MTE process, and in this document, the Administrator is making a Proposed Determination that, based on her evaluation of technical information available to her and significant input from the industry and other stakeholders, and in light of the factors listed in the 2012 final rule establishing the MY2017-2025 standards, those standards remain appropriate under section 202 (a) (1) of the Clean Air Act. EPA is seeking public comment on this proposed adjudicatory determination (hereafter "determination") that the GHG standards currently in place for MY2022-2025 remain appropriate under the Act and rulemaking to change them is not warranted. The Technical Support Document (TSD) provides additional detailed analyses supporting this Proposed Determination. This Proposed Determination follows the July 2016 release of a Draft Technical Assessment Report (TAR), issued jointly by EPA, the National Highway Traffic Safety Administration (NHTSA), and the California Air Resources Board (CARB). In the Draft TAR, the agencies examined a wide range of issues relevant to GHG emissions standards for model years (MY) 2022-2025, and shared with the public its initial technical analyses of those issues. The Draft TAR was required by EPA’s regulations as the first step in the Midterm Evaluation process. For the next step, this Proposed Determination, EPA has considered public comments on the Draft TAR and has updated its analyses where appropriate in response to comments and to reflect the latest available data, as discussed throughout this document and the TSD.
