California's Gas Tax Swap remains controversial, and the issue is compounded by the State’s current need to finance some $59 billion worth of backlogged highway maintenance projects. Even before the Governor Schwarzenegger made his proposal, there were several bills pending in the Legislature to modify, revise, or completely undo the Swap. There were also efforts to entirely change the way transportation programs in the state are funded, driven in part by serious and substantial existing deficiencies in the state’s street and highway infrastructure. This report attempts to both shed light on the circumstances leading up to the Fuel Tax Swap of 2010 and assess the consequences of its adoption on the state’s ongoing battles over transportation funding. |
