On December 31, 2019, about 2200 Alaska standard time, US Coast GuardCommunications Detachment Kodiak received a distress call from the commercial fishing vesselScandies Rose. The vessel was en route from Kodiak to fishing grounds in the Bering Sea when itcapsized about 2.5 miles south of Sutwik Island, Alaska, and sank several minutes later. At thetime of the accident, the Scandies Rose had seven crewmembers aboard, two of whom wererescued by the Coast Guard several hours later. The other missing crewmembers were not foundand are presumed dead. The Scandies Rose, valued at $15 million, was declared a total loss. Safetyissues identified in this report include the effect of extreme icing conditions, the vessel’s inaccuratestability instructions, need to update regulatory guidelines on communicating and calculating icingfor vessel stability instructions, and lack of accurate weather data for the accident area. As part ofits accident investigation, the National Transportation Safety Board makes four recommendationsto the Coast Guard, one recommendation to the National Oceanic and Atmospheric Administration,one recommendation to the National Weather Service, and one recommendation to the NorthPacific Fishing Vessel Owners’ Association. The NTSB also reiterates two recommendations tothe Coast Guard. |
