摘要：	As a piece of theoretical work, the dissertation study is aimed at establishing a mathematical model that balances both efficiency and equity requirements, and developing solution and analysis procedures to investigate the properties of such a model. The research will 1) develop equity measures to quantify the gains and losses of various user groups under various control schemes; 2) define control objectives and constraints that consider both efficiency and equity requirements; 3) develop the mathematical models for equity/efficiency control and solve the models; 4) study the factors that affect the control efficiency and equity, using this knowledge to develop balanced traffic control strategies. As the traveling public becomes more involved in the decision-making process, balanced efficiency and equity will become an important design criterion for new or updated control systems. The study will provide the means to carry out such designs.
