摘要: South Dakota has successfully established an electronic screening program using the NorPass™ affiliated system and interfaces with the Federal Motor Carrier Safety Administration (FMCSA) Safety and Fitness Electronic Records (SAFER) system. The electronic screening system at the Jefferson Port of Entry is supplied data by South Dakota's CVIEW-Plus™ implementation. Using the same hardware, architecture and e-screening configuration, the CVIEW-Plus™ could be extended to the Sisseton Port of Entry on southbound Interstate 29. Due to the limitations of available transponder data in SAFER, Kentucky has recently agreed to supply its transponder data to Washington State so the majority of NorPass™ transponder data will be available from an FTP site maintained by Washington. Therefore, it is possible for South Dakota's CVIEW-Plus to acquire data from the FTP site, process it into the CVIEW-Plus SAFER compatible database, and transmit it to the electronic screening system at the Jefferson Port of Entry, the Sisseton Port of Entry, and other future e-screening sites in South Dakota. Electronic screening at the Sisseton Port of Entry will be accomplished by installation of weigh-in-motion (WIM) and automatic vehicle identification (AVI) on the mainline Interstate lanes in advance of the port of entry. The electronic screening system that will be installed will functionally replicate the system already in place at the Jefferson Port of Entry and will share its system architecture and interfaces. The objectives of this research project are to: (1) Expand South Dakota's e-screening operations and infrastructure to the Sisseton Port of Entry located on southbound Interstate 29; and (2) Install, test, debug, and implement the e-screening operations and provide training to the motor carrier officers who will be operating the system.
