| 摘要： | The objective of this project is to evaluate the planning-level greenhouse gas (GHG) emissions associated with roadway construction and maintenance including the GHG reduction potential and monetary costs of best practices. This research will provide an important enhancement to current planning-level GHG analysis which presently is oriented around vehicle operating emissions using tools such as the Environmental Protection Agencies (EPAs) MOVES model. While recent research has better quantified the impact of project-level construction and maintenance practices this information is very difficult to apply at the planning level where the Federal Highway Administration (FHWA) believes GHG analysis is most appropriately conducted. |
