摘要：	The objective of this research is to do the following: (1) identify the current understanding of roles and responsibilities among federal, state and local agencies, including areas of overlap and gaps in responsibilities; (2) assess deployment pathways envisioned by public and private entities for implications to state and local DOTs and governments; (3) articulate and define issues that are ill-defined or undefined that warrant attention and the entities that are best positioned to address them; (4) identify forum options for mediating conflicting roles and responsibilities and unaddressed issue; and (5) pilot a few of these forum options with invited stakeholders to assess what approaches work and articulate principles for success.
