摘要: COVID-19 has known disparate affects. There have been both racial disparities and gender disparities that have been exacerbated by the pandemic, and it will continue to affect our economy in ways that are still unknown. MnDOT is a significant economic engine. Through its direct contracting and in partnership with local governments, over $3 billion is spent every year. Minnesota’s Department of Transportation (MnDOT) contracting and purchasing has known disparities with underlying causes that include systemic and historical oppression. It has tried to correct these through its Disadvantaged Business Enterprise (DBE) and other programs. This study will explore the intersection of the disparate effect of COVID-19 and the efforts by MnDOT to reduce disparities with an intention to help prepare MnDOT to work effectively with DBEs in the months ahead.
