India, being one of the key signatory of Paris Climate Agreement 2016, will need to reduce emission level by 25% by the year 2030. The Government of India is looking to promote electric mobility as one of the key solutions to reduce carbon emission. As a matter of fact, electric vehicles are being considered as one of the better solutions to many critical problems in India viz. curbing air pollution and import of crude oil. With no tail pipe emissions whatsoever, electric vehicles hold the potential to drastically change the scenario. Himachal Pradesh (HP) has the privilege of becoming the first State in the country to introduce electric mobility. Under FAME-I Scheme, 25 electric buses were approved by the Department of Heavy Industries (DHI), Government of India for Himachal Pradesh. As per the direction of the Government of HP, Himachal Road Transport Corporation (HRTC) initiated its process for procurement of electric buses in an efficient and transparent manner involving all concerned government departments and agencies. HRTC was able to successfully complete the entire process while providing a level playing field as well as ensuring that no company was excluded from participation. In view of the repeated directions of National Green Tribunal (NGTj to run electric buses as early as possible on Manali-Rohtang route, HRTC conducted the entire procurement process in an expeditious manner (in just 9 months). This procurement process was subsequently appreciated and endorsed by the High Court, Shimla on 30.08.17, while dismissing the petition by the unsuccessful bidder. Thus, HRTC procurement process is robust, transparent and efficient that can be emulated by other State Transport Undertakings (STUs) in the country. |
