TO INCREASE THE ATTRACTIVENESS OF PUBLIC PASSENGER TRANSPORT AN OPERATING SYSTEM HAS TO BE DEVELOPED WHICH GUARANTEES OPTIMUM DISTRIBUTION OF THE TRAFFIC SPACE TAKING ACCOUNT OF RELATIONS BETWEEN PUBLIC PASSENGER TRANSPORT AND INDIVIDUAL TRANSPORT. GIVING COMPLETE PRIORITY TO PUBLIC TRANSPORT CAN LEAD TO DISTURBANCES IN THE FLOW OF INDIVIDUAL TRANSPORT AND, BECAUSE OF SIMULTANEOUS DEMAND FOR SPACE BY BOTH TYPES, TO HINDRANCES TO PUBLIC TRANSPORT, OPERATIONAL METHODS MUST THEREFORE AIM TO OPTIMISE ALL TRAFFIC. PASSENGER JOURNEY TIMES, SPEEDS AND WAITING TIMES AND PASSENGER HANDLING ARE BEING CONSIDERED AS OPTIMISATION CRITERIA. |
