Weather dependent securing of cargo on board has always been an important principle for coastal and short sea shipping. The political ambition of a modal shift from road to sea is only economically justifiable if shipping becomes even more efficient. The time and cost of loading and securing the goods will be crucial in this respect. Shipping is governed by international conventions. The IMO's Code of Safe Practice for Cargo Stowage and Securing (CSS) specifies that consideration should be given to the expected weather and sea conditions in the design of cargo insurance arrangements. However, no method of how to do this is stated in the Code. The project aims to establish a state-of-the-art in weather dependent cargo securing and collecting statistics and facts about successful applications. This will be done through interviews and study visits to a number of relevant shipping companies in Sweden and abroad, analysis of the data provided and the study of accident statistics.
