| 摘要： | Research has shown that horizontal collaboration enables companies to reduce their transportation costs through economies of scale, improve transport efficiency and reduce empty movements. Moreover, cooperation between industry partners throughout the supply chain stimulate co-modality, since firms that do not have sufficient volumes of goods to switch from road to rail, inland navigation or short sea shipping can accumulate enough volume through horizontal collaboration. This does not only reduce transportation costs but also external effects of transport such as congestion and greenhouse gas emissions. The Swedish Transport Administration has previously stated that the concept of horizontal collaboration is very interesting, but that it should be the responsibility of the industry to realize this type of collaboration. However, the Swedish Transport Administration can be involved in the early stages, creating opportunities for collaboration, visualize benefits and initiate demonstration projects, where tools can be developed for continued horizontal collaborations. Few horizontal collaborations can be seen today although the potential for horizontal collaboration is already proven by several research projects. There is a willingness and interest among stakeholders in the industry, who express that there is a need for knowledge about how horizontal collaboration can be developed in practice and how barriers can be overcome. General tools need to be developed and spread in order to make progress with horizontal collaboration, especially in relation to business models and technical obstacles. In order to identify these tools, this project will follow a real case and identify solutions that are needed in order to enable horizontal collaborations. |
