The use of GIS at FDOT has been steadily increasing over the last several years. However, as individual offices and districts invest independently in GIS technologies, the result has been fractured GIS, creating redundant data storage and effective workflow, which calls for the need for this research project, to formally analyze the requirements and evaluate the business case for an enterprise system at FDOT. The project includes three tasks: (1) Assembled and reviewed literature germane to the concept of Enterprise GIS, including all previous work completed by the Department; (2) Past efforts (from 1) were compared against the adopted Information Systems Development Methodology (ISDM) manual, and missing products needed for evaluating a business case were identified; (3) Used pertinent information from past efforts to create or update missing products. As part of Task 3, business needs were analyzed through stakeholder interviews and data flow maps. The assessment indicated that there are several enterprise data flows that occur with no formal data standards or coordination mechanisms. From this assessment the current problem was identified and defined in terms of legacy databases and data collection practices, varying data needs across functional areas and jurisdictions, and lack of formal coordination mechanisms and standards. / NOTE: Final rept.
